I'm considering buying a used Surface Pro 3 and the Surface Pro 4's Type Cover.
I've been a long-time user of the Surface Pro 1 and Type Cover 2, but I've always hated that the type cover doesn't magnetically stay closed.
Is that something that has been fixed in the SP3/SP4 line?
What's the point of a cover that opens if you drop it?

Nope, the SP4 type cover does not close magnetically on either the SP3 or SP4. And that's not a missing feature as much as it's by design.

What do you mean by "if you drop it..." If you drop the device, you've got more to worry about than the type cover opening.
