Downloading large files over data

Why aren't we given the choice of either data or WiFi when downloading large files? Shouldn't it be our choice.

The large file over data restriction is also iOS, and I think on Android as well. I agree, we should have the option to remove/enable this restriction (with the default being enabled, of course). Some apps bypass this by allowing the download to run while the app is actively on the screen (no switching to other apps or the lockscreen).

It looks like the download restriction has been raised. It used to be either 20 or 50 mb. In WP8.1 Developer's preview, it's 100mb. Can anyone with regular WP8 confirm that this?
