Dual Boot Devices (Android/Windows)

With Windows on arm it should be possible to make dual boot devices and this would solve the app gap problem. Why is nobody doing it?

From what I understand, Windows does not play well with dual booting. I'm not saying it can't be done; just that often errors happen with Windows and another OS
