Sorry for a dumb question, but I was wondering, and I should know why but I do not.....

When specs list up to a 32 Gb MicroSD, is that a hardware limit or is this limit set by software????

A friend asked me and I had no answer for her, as I am in the dark about it also.....

it would be a hardware limit most likely

The Moto G 2015 lists a 32GB limit on external storage, however I used 64GB cards on it without any issue. When you see that restriction, try a larger card just to see. You may be able to get away with a larger card despite it not being officially supported.

IMHO, it is an indication of the card reader class...

The phone OEMs are horrible about communicating this.

Up to 32GB meaning SDHC, but doesn't 640 XL advertise up to 128GB?
Microsoft Lumia 640 XL - Full phone specifications

So that would make it an SDXC...

But then you are still left puzzling whether it is UHS-I or higher, or is it limited to class10?

Most phones from the last few years should actually be UHS-I or above as that standard came out in 2009. https://en.wikipedia.org/wiki/Secure_Digital

Most users in the field report being able to go beyond the "stated capacity" when using a card, but they won't take advantage of the write speed of faster cards as their bus is the limiting factor there.

Over here we just look at the brand name - transcend = great quality, any other company = not so great quality

It's more like a guideline, like "eh we'll just say this because its whats around."

But I know plenty who have exceeded the 32 GB "limit" on various models with no issues that I know of.
