Error 0x81030110

i have a problem when i want to install Wechat , i faced with error 0x81030110.
what is the problem and what should i have to do?

My mother's phone is giving this error for all the apps. Now it's impossible to update or to install any new app. It has the latest os version 10586.494 in a lumia 640 xl.

have you tried a soft reset? and checked for store app update?
