Error 0xc000000f during install of update 1903

I have an HP Laptop that has windows 10 installed on it. The update 1903 showed on the windows update screen and I selected to install the update. The install seemed to work and I selected the restart now after the install completed. After all the working on updates messages my computer tried to restart and I get the 0xc000000f error. The only option that works on the screen presented is to select Esc to recover. This does some things and then windows starts. Now I am finding that everytime I reboot, I get the same error. Since 1903 never finished, I cannot uninstall it. Not sure what to do.
