I tried to install w10m insider preview from the new ring, but couldn't and ended up with the error message"the update was downloaded but couldn't be opened" everytime I downloaded it. I tried it with fresh phone after a hard reset, but same..
Is it a general issue?

Are you in the "preview for developers"? I had the same problem on my Lumia 535. I turned the preview for developers off, started the Windows Insider app and chose my ring (I'm in the Release Preview ring). Then it installed the update.

I tried that and a couple of other combinations but didn't work. Deleting Wi-Fi connection and connecting again after a hard reset with account restored fixed it. Now checking out Windows 10 ☺
