Failed upgrading from Windows 10 Ver 1511 to Windows 10 Ver 1607

I am currently working on upgrading a Surface Pro 4 device from Ver 1511 to Ver 1607

The Surface Pro fails the upgrade process at 19 % and rolls back to the previous version of Windows.

The error message is as follows:

We couldn’t install Windows 10
We’ve set your PC back to the way it was right before you started installing Windows 10.

0x80070002-0x2007
The installation failed in the SAFE_OS phase with an error during INSTALL_DRIVERS operation.

Here are a couple of things that I tried.

• Ran the latest system update on the Surface Pro device.
• Removed SD memory card from device
• Applied the following command line. rundll32.exe pnpclean.dll,RunDLL_PnpClean /DRIVERS /MAXCLEAN

Try doing a hard reset that might do the trick
