Family settings to install apps

Hi, my sister just bought a Lumia 625, and she's really happy, but it can't install any apps, because it needs a permission "family permission".
How can I fix it.

Assuming I understand her problem right.

My inclination is that she is below 18 (or at least has that in her MS account.)

You, or a parent or even her will have to use/create an account for the My Family feature on windowsphone.com, list her as their child, and remove whatever restrictions there are.
MS pulled this on me too, so personally, I created a bogus account for the purpose. (shh its a secret!)

Hopefully that makes enough sense to get you going in the right direction.
