Chief complaint: Fan keeps running non stop, regardless of temperature or software configurations; it's annoying because it's noisy when it runs at low speed (roaring sound)

Steps taken to solve the issue:
- Updated the BIOS to latest version (ver: 52)
- Disabled Fan always ON from BIOS
- Switched from Active to Passive cooling
All drivers are up to date, October 2018 update (Windows 10 Home 64-bit Version: 17763.253)
Non of these procedures worked, the fan is running consistently even though the device is cool -monitored with several utilities- (report sample: https://1drv.ms/t/s!Am2JuMl5TFpUq_R5Pk0I2wEVq46nvg).
++ I was unable to control the fan manually as it's undetectable by any tool, can't even monitor its speed
