Flash not coming on when taking pictures?

With the flashlight app and when taking videos, the flash will come on just fine. Not so when I'm taking pictures. I've tried everything. The flash simply will not flash when shooting pictures. Someone please help.

I actually noticed that today! But it was when my battery was low, it works fine now. I am guessing it is disabled when the battery is low.
