I can't seem to find a way to set a pass code to unlock my phone. I see sign in options but that doesn't seem to be what I'm looking for.

You need Settings/Personalisation/Lock Screen then scroll down and look for "Sign in options" and you should find the place to setup up a PIN there.

That says it replaces password for apps and services, which isn't what I want. I tried it anyway, doesn't seem to lock my phone. I know I used to use a password to unlock my phone on 8. That function doesn't seem to exist anymore.

It does as I use it all the time, I have a PIN and when I unlock my phone or Surface I use the four digit PIN code instead of my full password.

Having a PIN doesn't lock your phone, that us dependant on the time you have set on your phone to have it lock or if you restart it.

But the bottom line is the PIN is what you want as a four digit password replacement to unlock your phone

Yep, it works. I didn't see the option to set a time. The default was 15 minutes. I changed it to always.
