After complaining on TMN's facebook page about the delay on GDR2, they answered:

Ap?s analise, verificamos que a Actualiza??o GDR2 para o Huawei W1 j? foi testada e aprovada pela tmn e encontra-se dispon?vel para actualiza??o desde o dia 21/10/2013.
Estaremos dispon?veis para esclarecimentos futuros."

Translated:
Hello Alexandre Franquinho,
After analysing [your complaint], we verified that the GDR2 update for Huawei W1 has been tested and approved by TMN, and is available available to be installed since 21/10/2013.
We'll be available for further assistance."

Now I'm going to raise my middle finger to Huawei for not explaining their release of updates to many regions.

i don't have the phone with me atm, will post as soon as my GF arrives (using an ATIV S here).

Also worth noting, HUAWEI is not just approving the firmwares, they are also developing, well, something. The update showed two updates from microsoft, one from Huawei (possibly drivers?).
