I didn't get what you mean by normal?
If you think that you have issues with your RAM, you may try using memtest86 or similar applications.

You need a 64-bit operating system to make the full use of your 4 GB of memory/RAM.

As is, your system will function perfectly fine.

But if you wish to gain access to the full amount installed you will need to install a 64-bit OS. You cannot upgrade 32-bit directly to 64-bit. (and licenses don't care about 32 or 64 bit so you don't need to buy anything normally.)

You will essentially erase the computer, so make note of the program's installed and backup files and install 64-bit Windows using 64-bit installation media.

If the effort and time spent reinstalling is not worth it for you, then you can continue as normal.

I can't find anything wrong with that. If you're thinking why only 2.44GB is available, it is due to your GPU eating up into the memory. And xandros9 has already explained about inherent issue of 32 bit OS of not being able to access more than 4GB memory.
Why are you feeling that something is abnormal? Am I missing something?
