hard reset - "discontinued" services

I reset my 640 in hope it would bring on wm10 (didn't work). It did reinstall some apps that had been "shut down" though. MSN health and fitness is so far fully functional along with food and drink.

How/why did this happen? (I'm not complaining)

Those apps are always tucked away in the deep recesses of the phone's ROM and are installed upon a factory reset.

I'm assuming it's the connectivity and other connected parts of the apps that aren't working?
