Does any one know if there is an app for HBO or if there will be one?

None and that HBO app could come tomorrow, next month or not in the near future. No one knows, but HBO.

For the HBO app in other platforms, how does it work? Do you have to be a subscriber of them, and how do they check?

Yes you have to subscribe to HBO for it to work. All you do is log in the HBO app with your email/password that you use to get into your cable/sat TV suppliers website, that how they confirm if you have an HBO sub. Looks great on the iPad btw.
