HDD not Recognized by Win Explorer

I know this is a stretch, bit I am hoping maybe there's a fix I'm just not finding. Plugged a ext HDD into my laptop and go Nothing! I hear what sounds like the disconnect tone as soon as it is plugged in and nothing else.

I'd like to format the drive or get some of the info off if possible.

Any ideas? I seem to recall seeing something on YouTube about uses for bad HDDs ;-)
