You can manage User Accounts through Control Panel by logging into Windows via the Admin/Primary User account. The options are relatively easy to work through and you can simply point and click at most limits you'd like to enforce (access time, site security, storage access, ect.) I am less familiar with Windows 10, 8.1, 8 but would imagine the template across all versions would be similar.
As a side note, no form of Parent Control is superior to a parent present. There is no fool proof software to 'secure' a child when they access the internet and relying on Windows or third party software to do it is presumptuous. I can tell you some horror stories about Symantec at the work place...:shocked:
