Help with Handbreak transcoding

All my videos in trying to transcode come out sped up. Not really sure why. I've tried a few different presets and they all come out like this. I'm trying to convert .MPG to an .MP4/h.264 or something compatible with WP. I know I've done this before, on my old Blackberry years ago, but I can't remember. Seemed pretty plug and play, so I'm a bit confused. I've tried frame rate "as is", 30 and 29.97 but nothing changes.

I do have an old version of handbreak (0.9.8) but I can't update it at the moment.

Edit: They come out "sped up" on my PC and phone, btw. It seems like frames are missing, cause its not super smooth like it's just playing at 1.5x or something.

Not sure if I can add a screenshot. This is how mine is set. If you have subtitles, make sure to select burn in. you can also try FreeMake Video converter. it works pretty well. I use it a lot when I have issues with handbreak getting subtitles into the mp4s.

Hmm. Those are all settings I've used, minus that bottom section.

Do you have any of the "Filters" set? Filter tab.
