help with phone settings phone vs message alerts L640 att unlocked

lumia 640 att unlocked. Daughter is away at school and claims no calls coming in, only missed call alerts.
Says phone is set to vibrate and does so with missed call alerts but not phone calls. Perhaps she inadvertently changed a setting?
Are there separate settings for alerts and calls that is causing this issue or defective phone?

I have the T-Mobile variant, but this happens when I have the "phone" background app turned off in win10 mobile, or "battery saver" on and phone app running in the background set to "off" on 8.1. Same applies to text messaging.

I don't see the option to be able to disable/enable phone app running in background.
I see it for others like Cortana, Facebook, Gadgets...

Is it an AT&T phone that you had unlocked and using with another carrier, or is it just an unlocked 640 that your using on AT&T? Running win 10 or 8.1?

If youre running 8.1 go in settings/notifications+actions/ and check under phone.

it is unlocked att running on lycamobile which is a tmobile mvno running 8.1

T-Mobile is my carrier and I had an issue where I flashed (or de-branded) my T-Mobile 640 to a Latin CV and couldn't send or receive MMS if I was connected to WiFi. After trying everything and failing, the ultimate solution was to flash it back to T-Mobile ROM. Since you're using T-Mobile MNVO you can't go wrong. But definately triple check it's not some setting that can be clicked on or off; make sure APN's are correct etc.
