How block Recovery (system) and Network Reset (wi-fi) in Settings with Group Policy

My company manages the network with 802.1 and 11x, blocking this configuration is essential because the user can create problem if you have access.

Do not found it thes options in Administrative Templates, can help?
How to prevent user access for this configuration?

I'm presuming you've already looked under Recovery in the Administrative Templates, you could try looking under Windows Settings -> Security Settings -> Local Policies or

Software Restriction Policies -> Right click on "Software Restricition Policies" - than "new Software Restricition Policies" / click on action on the toolbar "New Software Restricition Policies".

My laptop and PC aren't joined to a domain or work group so I don't have access to anything beyond these options.
