How can I change my Microsoft account picture?

It's a placeholder image at the moment that I don't want. How do I change it?

My answer is for Windows PC. If you are using a Mobile, I don't know for sure if it applies to you.

Start button > left side, Settings > Accounts > right side, under Create your picture, click Browser > locate the folder > select your picture > bottom right, click Choose picture.
That will change your account picture.
Restart computer.
