how can i delete my outlook account from a new Blu Windows Phone?

The phone is synced and I don't need my info on it since its for someone else.

I'm not 100% sure what your asking but if you mean - How do you delete your Microsoft Account from the phone - you can't easily once its been added.

Is this the only Microsoft Account set up on the phone and you want to give the phone to someone else?

If so, I believe you can add another MS Account first, then delete yours. You won't be able to delete it until there is another one to replace it.

Or you can do a phone reset and just start over...

To be safe, I would do a hard reset. You should be able to find out how to do this under the Settings tab.

You can't. you need to hard reset the phone.

If you are trying to pass the phone to someone else with your App purchase history, you have to leave your Microsoft Account on it and then they have access to your texts and email.

Reset the phone and let them do their own set up.
