How can I fix a video couldn't be decoded message?

Windows Central Question

"video couldn't be decoded" message.

Since upgrade to Windows 10 I get the "video couldn't be decoded" message.
I can't even watch the WELCOME video! DVDs and other videos all play on VLC (except the Welcome message) which is good but hardly the point. Can someone please help me?
