Encountered this on my L1020. I had to take it to a service center in the end; you may consider the same option for your L1520.

Find someone nearby that has a newer version of windows and try it there or just another PC in your home.

I know what you mean though, I have one PC the recovery tool will not work on and I assume it was something to do with the drivers it installed. My workshop PC (also Win7 64bit) works fine. I assume the fix is to strip the drivers and have it reinstall them. If all else fails yes you will have to take it to a shop.
