each time I try to access the sites my computers says the certificates provided cannot be trusted it causes my browser to either freeze or it boots me completely off the internet , I tried internet explorer and google chrome as well and I keep getting the same results

The certificates on those sites were issued by an old expired CA.

Looks like a bad configuration by whatever gov agency runs them...

Stuff like that normally gets fixed in a day or so without you doing anything.

check your time and date settings if they have it correct - that can also cause issues
