How can I get my phone to fully reset?

Phone won't fully reset

My phone will not complete the factory reset I have tried to do this both with the button method and through the settings. The phone turns off during the reset and gives a blue screen. I do not know what to do. It is running windows 10. I currently do not know what build.

Is your phone fully charged/connected to the charger when you do the factory reset?
