How can I get my settings to open?

Settings won't open for me any longer

I'm trying to turn off W10 from sharing my bandwidth with others. However, each time I try to access settings, it merely blinks for a second then disappears.
I'm just a bit beyond computer proficient so am hoping I won't have too complex a challenge in sorting this. If so, will it be easy to go back to my previous operating system?

Try running sfc /scannow in cmd. It solves a lot of problems for me
