You can import it online at http://people.live.com.
By the way, I think you mean CSV?!? 'Comma Separated Values'

1) Go to outlook.com or (people.live.com if you login here go to step 4)
2) Click the square pattern at the top
3) Click on People
4) Click on start import
5) Click other
6) Browse for your file and follow on screen prompts.
7) Once imported, go to your phone and force a sync.
