How can I prevent update KB2952664 from being installed without my permission?

I've already uninstalled it 3 times, and every time it comes back. My windows update settings are set to "allow me to choose wether to download and install them", and yet, it keeps getting installed on my machine without my permission. It doesn't even show up in the history of updates I downloaded, and I made sure it DID show up in the hidden updates section, so why is it being reinstalled at all?
