Microsoft camera app is now called Camera. If it is in the app lisi you can pin it to the start screen but in some devices the app is not in the applist anymore. So in that case you can not pin it ti start.
But in "photos + camera you can still assign it as default camera so if you have a dedicated camera button you can still launch it. (It's not on you start screen but still...)
