How can I set "Media Streaming" to not switch off when shutting down my PC

Is there some way get Windows 10 Home to leave the Media Streaming setting to "On" even while shutting down and re-starting my PC?

I find it very frustrating that I have to search out the old Control Panel every time after I've shut down and re-booted my PC to get media streaming working again.
 
Think I've tracked down the problem.
When you only change the media streaming options, the SAVE CHANGES button is not activated on the Network Sharing screen.
If I change the media streaming options AND change some other option such a file sharing, the SAVE CHANGES button get activated and both changes are preserved.
