How can I set up Cortana on Windows Phone 8.1

I have a Lumia 520, and I wanted to try Cortana, but I can't find a way to set her up, and I have even read the help guide from Windows Phone website. How can I solve this problem?

If you have WP 8.1 go to settings, swipe left to applications..
Cortana is the first in the list.

GPS has to be on for Cortana to work.
