You'd have to navigate with the keyboard, if possible. You have to disable the touchscreen drivers on Device Manager (there are several drivers, but I don't own a SP3 so I don't know how many/which entries are there). Win+X menu -> Device Manager, the shortest way to get there. You might need to bing/google/DDG the correct entry because it might have a generic name (such as "HID-compliant bla bla bla").
