How do I actually reset Groove music?

For some reason Groove was looking at my onedrive AND my local music folder copy so now my library is duplicated. Removing a location from Groove doesn't seem to actually remove the songs from my library, and using the "reset" function doesn't seem to actually do anything.

Any suggestions here?

this is on pc? Have you also checked for app updates? And are there options in groove to unlink from onedrive?

There is a folder called Microsoft.ZuneMusic... in C:\Users\...\AppData\Local\Packages. Delete the LocalState folder. Start Groove and it will repopulate the database using the sources you give.
