You can't, that is the point. Even device recovery tool will not work, as it checks the reset protection status before flashing the firmware. Can't you ask the original owner to remove the device from their MS account?

Follow the procedure mentioned here: You should get it done in about 2 hours in two steps:

1) Unbranding

Optionally you might need WPI tool in case if your phone doesn't boot after step 1) Reflash the same .ffu from step 1) using this tool. Phone should boot.
