How do I change the Order of Items on the Desktop List that is on the Right

Have Windows 10. My "desktop" is a List that is on the Right side of screen. How do I change the Order of the Items on that List ? How do I Add or Delete Items ?

I'm a bit lost here. A static "list" for a desktop?
Do you perhaps mean the Start Menu? Opens with this:

Mine is on the left though. I don't see a way to put it on the right.
