How do I create folders on my Nokia Lumia 720?

i can't create folders on my Nokia Lumia 720.

I've read all the posts about updating your o.s. But I already have the latest OS. Now, I've not subscribed for the developers preview, but it still should be available.

You have the latest OS FOR YOUR PHONE. (which is not the latest found on new models and the Preview for Devs)
The public normal release always lags behind the Preview for Developers. (by nature)

So no, you aren't supposed to be able to create folders until you get the Windows Phone 8.1 Update 1.
Whether via the Preview or by being patient.
