Bro i guess u r wrong.without preview for developer u can not get cortana into work in ur region.u can get cortana with changing ur region to the us though.

i'm in Australia running just normal version 8.1 and Cortana is running fine on my device. What i did was to go to settings then language and add/download United States English as an additional language (Cortana doesn't show up after that as the link suggests) after you have added United States English go to settings then Region and change it to United States and under that option you will see "match phone language" leave it as is and click the restart button under it...after it restarts you will see Cortana in your app list and also by pressing the search key. the only downside doing this workaround is that if you want to make a store purchase you will have to revert to your home region first as it will not detect any payment method available in US region. after that go back to US and Cortana is back!

Go to settings and make the changes as follows:
1. Speech > Speech Language > "English (US)"
2. Language > "English (US)"
3. Region > Country > United States -&- Regional format > English (India)
