There are many ways to clear some memory in order to be able to download offline maps:

1. Uninstall unused apps.
2. Delete or move to your PC old photos/videos.
3. Delete temporary files through Storage Sense.
4. If your phone can take an SD Card, either move your apps, photos and videos from your phone to your SD Card - or get a larger SD Card.
