How do I enable push?

When I am in the app store and I want to download an app I can't do it directly from my PC I have to go to the phone do it.
I think it has somthing to do with push. Where would I turn that on , on my phone.
Or if that is not it how do I set it up. It always says something not being able to contact my phone or what ever.

In settings, go to "find my phone" and enable always use push notifications.
