Broken phone, even that not recognized as Lumia (but recognized as Qualcomm device) can be restored by using Microsoft Device Recovery Tool.

Just restored my Nokia Lumia to Windows Phone 8.1 after unsuccessful upgrade to Windows 10 Mobile.
