How do I get Live Folders on Windows Phone 8.1?

I am not able to create Live Folders on Windows Phone 8.1
When i try to move one tile over another, it simply moves from the existing place.
Does anyone have the same problem?
Can anyone help me?

Its a feature in a later update that's were already hearing about its not available yet sorry for the inconvenience

It requires WP8.1 Developer Preview Update 1. It is not available in official Cyan update. How to create Live Folders on Windows Phone 8.1 GDR1 | Windows Phone Central
