If you are in Edge, the new MS browser, all the way to the right there are three dots ... click that and then settings. It will look very different from what you are used to on Internet Explorer.

you can still get to them via internet explorer since IE is still available in windows 10

Or the shorter way

Win+R and type "inetcpl.cpl" and press return.

Or type "inetcpl.cpl" in the search bar, that might work too.
