It's interesting how you got a notification even without internet connection. At any rate, you should be able to download the latest updates available for your device in your region as soon as you connect to Wi-Fi - since most downloads are "too large" for 3G/4G downloads.

As you know updates can only be downloaded with wifi.
So if you have wifi
Go to Settings
Go to phone updates
If there is a message that you can download it accept it
Or tap check for updates.

After the downloading the phone first prepares the download to install and then ask it you want to install the download.
