There is no such thing. You can do whatever, there are no "standard" "admin" accounts etc. on Windows Phone.

What are you trying to do?

He probably wanted to "root" his phone, but knows it's called "administrator" in Windows.

I want to restore the ability to Teather my phone since the option has been blocked by my provider.

Rooting is for Androids, not Windows Phones.

Search for the thread "Guide to un-brand AT&T 635" in the Lumia 635 section if you want to flash your phone. You would need either Nokia tools program or Microsoft Image Designer program.
