How do I use a TV video card now that Media Center is non-existent?

How to use TV video card now that Media Center is non-existent

Have no way to access TV card installed in my computer.

Which TV card do you have? The card manufacturer may have an application to use the card. I have a Homerun network tuner. Silicondust (the manufacturer) offers an app to still use the tv tuner. Though, I no longer get the programming guide. You can also look for KODI (formerly XBMC), they support various TV tuner cards.
