Make folders in 8.1. I did it once, but cannot foe the life of me remember how I got to the menu to do it...lol

Download this app on your icon App Folder | Windows Phone Apps+Games Store (India)
Pone the app and tap on + to create a folder give it a name , select the apps you want in that folder and then pin it on your start screen.
