How to correct a faulty mechanism for making an internet shortcut ?

The easy way to make internet shortcuts is to drag the lock icon from the browser's address bar onto the desktop. When I run the shortcut thus created in x32Win10ProV21H1, it opens a printer dialog rather than a website in the browser. I want to get this fault fixed - I am NOT asking for workarounds to get viable internet shortcuts. I CAN make viable shortcuts from Chrome's Settings; More Tools; Create Internet Shortcut. Their properties show that the extension is HTML, whereas the faulty shortcuts have URL extensions. In File Associations, HTML links to Firefox, whereas URL links to 'Internet Browser' - the only other option on offer is another app from the Microsoft Store - which gives a NULL result. I have in vain tried general remedies like SFC, DISM, Windows Update etc, so am looking for a specific fix, which I suspect involves a registry 'patch'. Can anyone out there help me with this ?
