How to get State Of Decay 2

Hi guys I'm fairly new to how PC gaming works, so here's the situation
I saw the state of decay 2 pre-order price at £24.99 on the microsoft website and i want to get it.

So my questions are:
Is this the PC version or Xbox version
Once it does come out do I need to buy any subscriptions to play online
Are games from the microsoft store good or bad
Is a Dell inspiron 7577 with a GTX 1060 enough to play a game like state of decay
Anything else I should be aware of
